Decision-making in energy planning. Application of the Electre method at regional level for the diffusion of renewable energy technology
2003
The authors show an application of the multicriteria decision-making methodology used to assess an action plan for the diffusion of renewable energy technologies at regional scale. This methodological tool gives the decision-maker considerable help in the selection of the most suitable innovative technologies in the energy sector, according to preliminary fixed objectives. In this paper, a case study is carried out for the island of Sardinia. This region presents, on one hand, a high potential for energy resources exploitation, but on the other hand, it represents a specific case among other Italian regions, because of its socio-economic status and history. Three decision scenarios have bee…
Results of a literature review on methods for estimating buildings energy demand at district level
2019
Abstract In the framework of distributed energy planning, evaluating reliable energy profiles of different sectors has a prominent role. At the same time, it is a quite challenging task, since the availability of actual energy profiles of buildings at the district level is not widespread. A survey of over 70 studies in scientific literature has been accomplished and a set of criteria has been defined for classifying the selected contributions based on the energy demand data features, source and/or estimation methods, highlighting the ones adopting hourly energy profiles. As final results, tables summarizing the main methods characteristics and a selection of studies providing directly useab…
Multicriteria evaluation of sustainable energy solutions for Colosseum
2017
Abstract Colosseum is a large office building in the capital region of Finland. The building owner operates on the highly competitive office rental market. With increasing emphasis on environmental responsibility, energy efficiency and sustainable energy solutions can provide competitive edge on the rental market. This study evaluates in terms of multiple criteria different alternatives to enhance the energy solutions of the building. The alternatives included different configurations of solar power, ground source heat, and roof constructions, along with district heating. Decision criteria included internal rate of return, energy efficiency, CO2 emissions, and attractiveness. Attractiveness…
Annual heating energy requirements of office buildings in a European climate
2016
Abstract The concept of implementing energy savings to reduce greenhouse gas emissions has become a key element of energy policies of any industrialized country. In the civil sector and specifically, energy savings for office buildings, there are still opportunities for further enhancements related to correctly determining the air conditioning thermal requirements. However, there is a lack of simple correlations that allow a preliminary assessment for a single building or correlations that can be quickly applied at the district level. This paper proposes several simple correlations that determine the heating loads of a typical office building by only knowing the Degree-Days of a specific Eu…
Decision making in energy planning: The electre multicriteria analysis approach compared to a fuzzy-sets methodology
1998
Every planning activity generally requires to make some choices. After a preliminary analysis of the sector under examination, a forecast of trends of input-output items, the planner must define an action plan voted to arrange all the strategies and specific interventions able to fit demand and supply during the planned time. The redaction of an action plan implies a strong effort in order to synthesize either suggestions coming from the analysis phases either all the constraints linked to technical choices. In the same time, a large number of "external" variables plays a role in orienting decision making. Some of these can be handled by numerical models (economic cost-benefit analyses, mar…
Urban Energy Hubs and Microgrids: Smart Energy Planning for Cities
2017
In this chapter, we try to connect the urban design features with energy consumption and consequent pollution parameters. After a review of a selected set of approaches to Urban Energy Systems study with a special focus on electrical power systems, urban energy systems are proposed as networks of multi-source hybrid energy hubs, where different energy flows are collected at the same bus and can be stored, delivered or transformed as needed. Resources at the hub and infrastructures interact with each other; therefore, both definition and boundaries of such energy systems at urban level are difficult to be clearly outlined. Similarly, the possibility to generate new operational models based o…
Multicriteria evaluation of heating choices for a new sustainable residential area
2015
Abstract The city of Loviisa in Finland is planning a new sustainable residential area with a total of 240,000 m2 of residential houses and apartment buildings with services. The city wants to promote sustainable energy solutions in the area, considering various renewable energy forms for heating. The aim of this research is to evaluate which heating system would be best for a new single-family house when different technical, economic, environmental and usability criteria are considered. A group of experts evaluated the alternative heating systems with respect to the criteria. The citizens were involved with a questionnaire to provide preference information for different criteria. Altogethe…
Assessment of tools for urban energy planning
2019
Abstract In recent years, studies and policies have encouraged the diffusion of distributed energy supply technologies and large integration of renewable sources. This increases the need for new professionals in energy planning. Several computational tools for energy planning have been developed as described in the technical literature. However, energy planners of urban/district areas engaged in the transition towards smart systems related to buildings energy services require well-documented tools to evaluate the combination of available energy sources by proper conversion technologies. With this, after a scientific review, we selected 17 tools targeted on an urban/districts scale that can …
Energy analysis of the buildings stocks. Scaling from national to regional and urban contexts
A model for predicting the potential diffusion of solar energy systems in complex urban environments
2011
Abstract The necessity to reduce greenhouse gases emission produced by energy building consumptions and to cut the energy bill (mainly due to the use of fossil sources) leads to the employment of renewable energy sources in new planned scenarios. In particular, more and more often municipal energy and environmental plans pay great attention to the possibilities of employment of the solar technologies at urban scale. Solar thermal and photovoltaic (PV) systems are, by far, the most suitable tools to be utilized in urban areas. Obviously, the proper adoption of such systems in buildings does call for the availability of calculation methods suitable to provide the actual level of exploitation …
